Ajuda com ACBrLibNFSe no PHP (windows)

Bom dia, estou tentando usar o ACBrLib no PHP, mais especificamente: Windows, PHP 8.1.6 com Apache 2.4.43

Mas ele não carrega a dll

Pelo que entendi a dll está linkada com algo de versão 3.22 e o meu estaria na 14.29 ?

Mas é versão de que isso?
